Sunset Commission Invites Comments on TCDD

The Texas Sunset Advisory Commission is inviting the public to comment on TCDD’s mission and performance as part of a review process required by state law. The Sunset Commission welcomes comments on whether TCDD is still needed and if TCDD is fulfilling its mission. The commission is also interested in ideas to improve TCDD’s operations.

Why is TCDD being reviewed?

TCDD is a state agency. A law called the Texas Sunset Act requires the Sunset Commission to review all state agencies and programs on a periodic basis — generally every 12 years. The review provides detailed information for the Texas Legislature to consider when deciding if an agency or program is still needed.

After evaluating TCDD and receiving public comments, the Sunset Commission will make recommendations to the Legislature on ways to improve TCDD’s efficiency and effectiveness. Ultimately, the Legislature will decide whether TCDD will continue as a state agency and whether to adopt the Sunset Commission’s recommendations.

How does the review work?

The Sunset Commission’s review process has three stages:

1. Sunset staff evaluates TCDD, seeks public input, and issues a report with recommendations to improve efficiency and effectiveness. The report will be published in October 2026.
     
2. The Sunset Commission holds two public meetings: one to review the staff report and hear public comments and another to adopt recommendations for the Legislature.
     
3. The Legislature considers the recommendations during its next regular legislative session, which begins in January 2027.

How do I provide comments?

There are several ways to provide comments to the Sunset Commission:

Please provide your comments by May 2026 to ensure the Sunset Commission can fully consider your input while conducting its review. Comments submitted before the staff report is published in October 2026 will remain confidential.
