Texas Tech University – West Texas Community Network

The West Texas Community Network (WTCN) — a partnership between the Burkhart Center, High Point Village and the HALI Project —  increased access to community-based and strength-based supports and services for people with developmental disabilities (DD) and their families. WTCN developed a strategic plan to encourage higher expectations for people with DD to live, work and play in more inclusive communities that value their contributions and unique gifts. This strategically planned network improved the quality of life for people with DD in the Panhandle and West Texas, as well as everyone else who lives in this region. After completing the planning phase, the WTCN’s strategic plan described targeted issues and planned approaches for building community capacity.
