TCDD is seeking a Public Policy Analyst to perform policy and legislative advocacy activities that support our Council’s goals and priorities.
In this role, the Public Policy Analyst will:
- monitor disability policy discussions of state agencies, advisory bodies, workgroups, and the Texas Legislature; and
- recommend strategies to advance TCDD’s mission and policy positions.
The position will report to the TCDD Public Policy Director, work under limited supervision, and exercise considerable initiative and independent judgment while completing tasks.
The position is based in Austin, Texas, and may work a hybrid schedule. In-person attendance in Austin is required to support meetings and business operations, as needed. The position requires up to 10% travel to support program initiatives, collaboration, and operational priorities.
The monthly salary range for the position is $4,263.16 to $5,521.25 and is part of the total compensation package for Texas state employees.
Essential Functions
Policy Oversight: Collaborate on public policy activities to support TCDD advocacy priorities, including the monitoring and reviewing of state and federal policy and legislation. Analyze the development and implementation of laws, regulations, and policies that impact Texans with developmental disabilities (DD).
Reporting: Summarize key issues by developing fact sheets, issue papers, briefing documents, public comments, testimony, and other correspondence. Report on policy positions to the TCDD Public Policy Committee; state legislators; state agencies; and disability organizations on the local, state, and national levels.
TCDD Liaison: Represent TCDD in meetings at the Texas State Capitol, including legislative hearings, workgroups, task forces, and advisory boards. Advance TCDD policy positions by providing public input, testimony, and comments. Identify advocacy opportunities and promote the participation of advocates in workgroups. Connect people with DD and families with policymakers. Conduct trainings on public policy issues and the legislative process.
Funding and Grant Review: Support TCDD funding initiatives and planning by providing research, consultation, and guidance on public policy issues in the development of executive summaries, requests for applications, and the TCDD statewide strategic plan. Assist in the review, implementation, and reporting of funding activities or initiatives that advance TCDD public policy goals.
Support: Provide support and technical assistance for the TCDD Public Policy Committee to identify and engage in issues involving TCDD’s mission and priorities.
Qualifications
Education: Graduation from an accredited four-year college or university with a degree in education, liberal arts, public affairs, social sciences, or related field.
Experience: At least two years of experience in planning, coordinating, and evaluating advocacy or public policy strategies.
Substitutions: Each additional year of related experience above the required two-year minimum may substitute for education on a year-for-year basis.
Qualified applicants will have the following:
- Knowledge of the primary federal and state programs that provide services and supports for people with DD.
- Awareness of the Texas legislative process.
- Ability to research and analyze state and federal laws, policies, and procedures.
- Ability to prepare summaries, testimony, and other responses consistent with TCDD goals and priorities.
- Proficiency in establishing and maintaining effective working relationships with Council members, co-workers, advocate and agency colleagues, policymakers, and the public.
- Skill in planning, organizing, and executing tasks that require close attention to detail.
- Ability to make clear, concise, and meaningful oral and written presentations relative to assigned tasks.
- Aptitude for development and use of effective advocacy techniques and strategies.
- Strong comprehension of computer operation and Microsoft Office software.
- Skill in using social media.
- Ability to work as a contributing member of a team and foster positive, effective working relationships with a variety of people (including executive leadership) and groups, both internal and external to TCDD.
- A desire to self-reflect while giving and receiving feedback to continuously improve.
