The Texas Council for Developmental Disabilities (TCDD) is seeking a Finance and Budget Director to join our team and oversee daily accounting and budget projections for TCDD. The position is based in Austin, Texas.
The Finance and Budget Director will provide senior-level oversight and management of the daily fiscal activities and budget projections for TCDD. The Finance and Budget Director will develop systems to track, monitor, and analyze grant expenditures and operational budgets across multiple funding years and make recommendations on the use of agency resources in reports to our Council.
This position serves as the liaison between TCDD, our federal funding agency, and our designated state agency on procurement and accounting tasks to ensure compliance with federal grants and state comptroller regulations. The position will be responsible for adherence to agency operating procedures and quality controls. The position will oversee the selection and monitoring of selected contracts and manage payments to grantees and other external contractors and vendors.
The Finance and Budget Director is expected to work independently and use initiative to perform essential functions. This position may require minimal travel within Texas to perform on-site monitoring and attend quarterly Council meetings.
The Finance and Budget Director is responsible for hiring, training, counseling, and evaluating the budget support officer and occasional interns and contractors. The position will supervise team members’ work activities to ensure they meet Council standards, goals, and objectives.
The Finance and Budget Director is selected by and accountable to the TCDD Executive Director. This position will be located at the TCDD office, 6201 E. Oltorf St., Ste. 600, Austin, TX 78741.
Please note that due to the COVID-19 pandemic and until further notice, TCDD staff members have the option to work remotely or to work in the office while following appropriate social distancing and health and safety measures.
The Finance and Budget Director should be familiar with state and federal rules and regulations, policies and procedures and administrative and business practices that relate to budget and procurement.
Qualified applicants will have:
- Education: Graduation from an accredited four-year college or university with major course work in finance, business administration, public administration, or related field.
- Experience: At least six years of professional experience in budget preparation and analysis, financial management, procurement and contract management, operations management, or performance measurement reporting work. Certified Public Accountants (CPA), Certified Management Accountants (CMA), Certified Texas Contract Developers (CTCD), or Certified Texas Contract Managers (CTCM) are preferred. If not current, the CTCM certification must be obtained within first six months of employment.
- Substitutions: Education and experience may substitute for one another on a year-for-year basis.

Salary and Benefits
The salary range is $5,258.66-$7,916 per month and is part of the Total Compensation Package for State of Texas Employees. Learn more about the compensation package on the State Auditor’s Office website.
