Rosalin A. Willis Joins TCDD as Grants Management Director

The Texas Council for Developmental Disabilities (TCDD) is pleased to announce the selection of Rosalin A. Willis as Grants Management Director. In her role, Willis supervises the TCDD grants team and oversees the monitoring of the Council’s grant projects.

Before joining TCDD, Willis was a deputy associate commissioner for procurement for the Texas Health and Human Services Commission. Willis has more than 26 years of experience in contract and grant administration for programs that support strong communities, equality, and opportunity. Her professional background also includes expertise in strategic planning.

“Doing impactful work is very important to me,” Willis said. “I am excited to have an active leadership role at TCDD and support the Council’s commitment to people with disabilities.”

When not at work, Willis enjoys spending time with her family, traveling, reading, and cooking Cajun food. She graduated from Huston-Tillotson University in Austin, where she earned a bachelor’s degree in business administration with a minor in English.

Willis is originally from Lafayette, La. She joined TCDD on Dec. 2, 2019. 

Rosalin retired in January 2022 and we wish her all the very best.
