Call to Order

Pursuant to the Governor’s March 16, 2020 suspension of certain provisions of the Texas Open Meetings Act, the Public Policy Committee of the Texas Council for Developmental Disabilities met virtually using the Zoom platform on Thursday, October 29, 2020. Committee Chair Lora Taylor called the meeting to order at 1:33 PM. A quorum was present.

  1. Public Comments
    Susan Murphree of Disability Rights Texas provided written comments to suggest edits to the TCDD Position Statements and the TCDD Public Policy Priorities. Jeff Miller presented verbal comments to also suggest edits to the TCDD Position Statements and the TCDD Public Policy Priorities.
  1. Consideration of August 6, 2020 Minutes
    The Committee reviewed the minutes from the August 6, 2020, Public Policy Committee meeting and no additions or corrections were noted.

  3. MOTION: To approve the minutes of the August 6, 2020, Public Policy Committee meeting.

  6. The motion passed without any opposition. Patty Anderson abstained from voting.
  1. Chair’s Remarks
    Chair Lora Taylor discussed her activities of the previous quarter.
  1. Member’s Quarterly Activities Report
    Committee members provided personal updates from the previous quarter regarding involvement in advocacy and other activities.
  1. Selection of Nomination Committee Member
    Chair Lora Taylor explained that the Public Policy Committee is tasked with selecting a Committee Member to serve on the Nominating Committee. Committee members discussed the duties and role of the Nominating Committee. Kim Torres was nominated.

  3. MOTION: To approve Kim Torres to as the designated Public Policy Committee member to the Nominating Committee.

  1. TCDD 2021 Public Policy Priorities
    Executive Director Beth Stalvey gave a presentation on the role of State Councils and on the principles of self-determination, independence and community life promoted in the Developmental Disabilities Assistance and Bill of Rights Act. Committee members discussed how the needs of individuals with high support needs and those in State Supported Living Centers are represented in the TCDD Public Policy Priorities and the TCDD Position Statements.

  3. Public Policy Director Scott Daigle continued discussion on the TCDD Public Policy Priorities and presented members with proposed language to address recommendations offered in the public comments.

  1. TCDD Position Statements
    Public Policy Director Daigle presented the TCDD Position Statements and described how they will be used during the legislative session. Committee members discussed the TCDD Position Statements including language recommended during public comment. Members noted that additional in-depth position papers could be developed if needed in the future.

  6. The motion passed with Paul Cardarella opposed.
  1. Medicaid Waiver Programs Interest List Study
    Dana Williamson, Title XIX/Medicaid representative from the Texas Health and Human Services Commission (HHSC), gave an overview of the agency’s Medicaid Waiver Programs Interest List Study, which details the growing demand for Home and Community-Based Services and looks at methods of reducing the size of the interest lists for those services.

  3. Williamson stated that HHSC will continue to collaborate with stakeholders and the IDD System Redesign Advisory Committee to improve interest list management and ensure that state and federal funding is maximized to effectively support individuals with disabilities living in community.
  1. State and Federal Policy Update
    Chair Taylor indicated that, in the interest of time, any State and Federal Policy Updates from staff would be discussed at the October 30, 2020 Council Meeting.

    Chair Taylor noted that the next Public Policy Committee Meeting will coincide with the legislative session.
