Call to Order

The Committee of the Whole of the Texas Council for Developmental Disabilities convened on Thursday, February 6, 2020, in the Bluebonnet Ballroom of the DoubleTree Suites by Hilton ‐ Austin, 303 West 15th Street, Austin, TX 78701. Council Vice-Chair Andrew Crim called the meeting to order at 1:32 PM. A quorum was present.

  1. Introductions
    Council members, staff and guests introduced themselves.

  2. Public Comments
    No public comments were offered to the Committee.

  3. 2020 US Census Efforts
    Alex Cogan, Manager of Public Policy and Advocacy at The Arc of Texas gave a presentation on the 2020 US Census. She discussed the implications of the census regarding congressional representation and the distribution of federal funds. Cogan also discussed the timeline for the Census, the importance of collecting data from hard to reach populations, and opportunities for Council members and TCDD activities to promote responding to the Census.

  4. FY 2022 – FY 2026 TCDD State Plan Development
    Executive Director Beth Stalvey and Public Policy Committee Chair Lora Taylor discussed the beginning steps for developing the FY 2022 – FY 2026 State Plan Goals and Objectives. Stalvey reviewed the purpose of the State Plan in reporting to the Administration on Community Living how funds will be spent and what outcomes are desired for Texas as well as the timelines to develop the plan. Taylor discussed how the Public Policy Committee will lead the efforts to evaluate the needs of Texans with disabilities and make recommendations for actions based on those needs. Council members provided feedback on their vision for the state at the end of the five-year period. They discussed what services and supports currently work and what does not work as well as the issues they feel need the greatest attention.

  5. Maximizing Resources at State Supported Living Centers
    Scott Schalchlin, Associate Commissioner of State Supported Living Centers at the Texas Health and Human Services Commission, spoke to members about long-range planning for Texas State Supported Living Centers (SSLCs). Rider 110 of the 2020-2021 General Appropriations Act calls for a study on maximizing resources at SSLCs and Schalchlin asked Council members for input that can inform the report. Members engaged in various topics such as continuum of services, potential for services provided at SSLCs for individuals who live in the community, crisis intervention services provided for non-residents at the SSLCs, and the potential for SSLC staff to provide training to community providers.
