Call to Order

Pursuant to the Governor’s March 16, 2020 suspension of certain provisions of the Texas Open Meetings Act, the Committee of the Whole of the Texas Council for Developmental Disabilities met virtually using the Zoom platform on Wednesday, August 5, 2020. Council Chair Mary Durheim called the meeting to order at 1:10 PM. A quorum was present.

    Council members, staff and guests were introduced.
  1. Public Comments
    No public comments were offered to the Committee.
  1. FY 2016 – FY 2021 State Plan Goals and Objectives
    Executive Director Beth Stalvey discussed the current State Plan Goals and Objectives. She reminded members that the final year of the plan begins October 1, 2020 and will end on September 30, 2021. Stalvey reviewed the status of projects that have not been completed and noted plans to implement before the September 2021 deadline. Stalvey also noted that to meet the compliance of the TCDD annual report to the Administration on Community Living in December, staff will report on accomplishments in year 4 of this plan as well as projections for year 5.
  1. FY 2022 – FY 2026 TCDD State Plan Development
    Executive Director Stalvey reviewed the process for obtaining public input through the Community Conversations sessions that were held during June and July with over 500 people participating in 22 sessions. The information obtained in these sessions was provided to Council members during four workgroup meetings with the topics of:
    • Education and Employment
    • Formal and Informal Community Supports (including Housing and Transportation)
    • Healthcare, Caregiving, and Aging
    • Protection and Civil Rights
  • Council members provided additional input on these topics and suggested activities for the next state plan. Staff will summarize the input and bring draft goals and objectives to the October 2020 Council meeting for consideration.


Council Chair Durheim adjourned the Committee of the Whole at 3:59 PM.
