Call to Order

The Project Development Committee met on Thursday, May 2, 2019, at the Embassy Suites – Austin Central, 5901 North IH-35, Austin, Texas 78723. Committee Chair Gladys Cortez called the meeting to order at 9:06 AM. A quorum was present. Audrey Young was present as a representative of the Department of State Health Services/Title V Maternal-Child Health Program but is not a voting member.

  1. Introductions
    Committee members, staff and guests were introduced.
  1. Public Comments
    Jennifer Martinez introduced herself as the new CEO of The Arc of Texas.
  1. Consideration of Minutes
    The minutes were reviewed, and no corrections or additions were noted.

    MOTION: To approve the minutes of the February 8, 2019, Project Development Committee as presented.

    The motion passed unanimously.
  1. Chair’s Remarks
    Chair Cortez reviewed the absences of Committee members Dana Perry, Mateo Delgado, Justin Porter, and Rick Tisch.
  1. Member Updates
    Committee members provided updates on their activities during the previous quarter including personal activities as well as advocacy efforts surrounding meaningful day programs.
  1. Staff Reports
    1. Status of New/Approved Projects
      Grants Director Cynthia Ellison reported that the following 5 projects will begin May 1, 2019:
      • West Central Texas Regional Foundation – Leadership Development and Advocacy Training in Rural Areas
      • Alamo Area Council of Governments – Older Adults with Developmental Disabilities and their Caregivers
      • Baylor College of Medicine – Health and Wellness, Advancing Behavioral Health Integration
      • Baylor College of Medicine – Statewide Community Services Peer Support Specialists, Transition to Adult Care Mentorship
      • UMass Medical School – Statewide Community Services Peer Support Specialists
    2. Projected Available Funds
      Operations Director Martha Cantu reviewed the Summary of Funds Report and discussed the projected balances for FY 2019 and FY 2020 noting that funds are available for project development.
  1. Future Activities for State Plan Implementation
    Staff and Committee members discussed the following projects which have been approved for funding but not yet implemented: Support for Expenses of Research on Disability-Related Topics, Leadership Development and Advocacy Training (to be implemented by a local self-advocacy group), and a project to address complex mental health needs.

    The Committee also discussed an unsolicited idea regarding the development of a program that focuses on social communication interaction between people with developmental disabilities – particularly those who are non-verbal – and friends without developmental disabilities. No action was taking on this unsolicited idea.
  1. Future Project Funding Priorities
    The Committee discussed the current list of projects that have been approved for funding and recommended Council approval of the Future Project Funding Priorities list in the following order:

    • 1) Meaningful Day (Mini Grants);
    • 2) Research for Substance use Disorder in People with IDD;
    • 3) Community Outreach Coordinators;
    • 4) Prevention of and Response to Sexual Offenses – Gap Analysis for Medical and Therapeutic Professionals;
    • 5) Prevention of and Response to Sexual Offenses – Support for People with I/DD, their Families, Friends, and Allies;
    • 6) Response to and Prevention of Sexual Offenses – Improving the Criminal Justice Response to Sexual Offense Cases Involving People w/IDD;
    • 7) Higher Education;
    • 8) Disability Advocacy Conference;
    • 9) Engagement for Millennials;
    • 10) First Responder Training;
    • 11) Local Self-Advocacy Groups Leadership and Advocacy Training;
    • 12) Disability-Related Participatory Research
  1. Other Discussion Items
    There was no further discussion. The next Project Development Committee meeting is scheduled for August 8, 2019.
