Call to Order

The Committee of the Whole of the Texas Council for Developmental Disabilities convened on Thursday, November 7, 2019, in the Bluebonnet Ballroom of the DoubleTree Suites by Hilton – Austin, 303 West 15th Street, Austin, TX 78701. Council Chair Mary Durheim called the meeting to order at 1:38 PM. A quorum was present.

  1. Introductions
    Council members, staff and guests introduced themselves.

  2. Public Comments
    Council member Eric Shahid and his sister Kami shared information about a business he is building to support individuals with developmental disabilities in achieving their education and employment goals by focusing on their strengths. 

  3. Council Membership Development
    Communications Director Joshua Ryf guided members in an exercise to build connections within the group. Members completed forms to indicate their areas of interest and skill.

  4. Annual Performance Progress Report
    Executive Director Beth Stalvey gave a presentation on the TCDD accomplishments during Fiscal Year 2019 that will be reported in the Annual Performance Progress Report. She highlighted the number of individuals who were impacted by activities such as leadership and advocacy training, peer supports, health and wellness. She noted that cultural supports factored into these activities in various ways. Stalvey also reviewed highlights of public policy and communications activities from FY19 that will be reported. She noted that newly awarded projects beginning in the later part of 2019 will be included in the FY 2020 report.

  5. Council Input on Health and Human Services Commission Intellectual and Developmental Disabilities Strategic Plan
    Erica Haller-Stevenson with the Office of Mental Health Coordination at the Health and Human Services Commission (HHSC) conducted a listening session with Council members to obtain information for the HHSC Intellectual and Developmental Disabilities Strategic Plan. The Strategic Plan will analyze the Texas population of people with intellectual and developmental disabilities and provide an assessment of services and supports for that population. She noted that HHSC has been collecting information from the public in a variety of ways including an online survey and listening sessions throughout the state. Council members provided their personal and family experiences related to employment, housing, transportation, community services, therapies, and many other areas. They described barriers to services and supports and offered ideas for ways to enhance services.


Council Chair Durheim adjourned the Committee of the Whole at 4:45 PM.
