Call to Order

The Texas Council for Developmental Disabilities convened on Friday, November 8, 2019, in the Bluebonnet Ballroom of the DoubleTree Suites by Hilton – Austin, 303 West 15th Street, Austin, TX 78701. Council Chair Mary Durheim called the meeting to order at 9:05 AM. A quorum was present. Michelle Erwin was present as the representative from the Title XIX/Medicaid Program at the Health and Human Services Commission and counts toward quorum but is not a voting member.

  1. Introductions
    Council members, staff and guests were introduced.

  2. Public Comments
    No public comments were offered.

  3. Consent Items
    Chair Durheim reviewed consent items including the minutes from the August 9, 2019, Council meeting and August 8, 2019, Committee of the Whole meeting.

    She also reviewed the excused absences of Hunter Adkins, John Thomas, Kim Torres and representatives from Disability Rights Texas, Texas Education Agency and the Texas Workforce Commission.

    MOTION: To approve the minutes of the August 9, 2019, Council meeting and August 8, 2019, Committee of the Whole meeting, as well as the excused absences as noted.

  4. Selection of Nominating Committee Members
    It was reported that the Project Development Committee selected Scott McAvoy and the Public Policy Committee selected Eric Shahid to serve as those Committee representatives on the Nominating Committee

    MOTION: To select Robert Schier III as the Council representative to the Nominating Committee.

  5. Chair and Executive Director’s Report
    Executive Director Beth Stalvey provided updates on TCDD staff to report the retirement of Grants Management Director Cynthia Ellison. She also noted the selection of TCDD Regional Community Outreach Coordinators: Morgan Bradley, Rosa Guel, Skyler Mueller, Anthony Ross, and Richard Williams.

    Stalvey discussed the increase in interest and applications for TCDD grant projects including stipends.

  6. Future Activities for State Plan Implementation
    Project Development Committee Chair Gladys Cortez reported on Committee discussion of the proposed Self-Advocacy Group Mini-Grants executive summary. The projects will build organizational capacity so local self-advocacy groups become more established and have the ability to secure and manage larger activities and grants. Organizations would identify at least one major capacity-building activity to complete during the year of the funded project.

    MOTION: To approve funding for up to ten projects at $15,000 each for up to 12 months to local self-advocacy groups to engage in capacity-building activities and become more established.

  7. TCDD State Plan
    Executive Director Stalvey discussed the TCDD FY 2017 – FY 2021 State Plan. She reminded members of the process in which they discuss ideas and evaluate data and public input to develop the state plan goals and objectives. These goals and objectives direct various projects and staff activities with the intended outcome of positive changes for people with disabilities. Every year the Council has the opportunity to update it’s workplan for the year and these updates are due to the federal agencies by December 31. She reviewed the completed and ongoing activities from FY 2019. Systems Change Specialist Danny Fikac discussed proposed updates to the FY 2020 workplan which include:

    • Specify deliverables of Substance Abuse Disorder to include a “white paper” of recommendations
    • Allow training focus to broaden from First Responders to Disaster Preparedness, Response and Recovery
    • Expand collaboration with DD Network on community outreach efforts
    • Include “Generation Z” in project for Millennials
    • Define Community Outreach Coordinators in Weslaco, Dallas, Amarillo, College Station, Corpus Christi
    • Move Disability-Related Participatory Research to FY 2021
    • Include changes to data evaluation

    MOTION: To accept the updates to the FY 2020 workplan in the FY 2017 – FY 2021 State Plan.

    Project Development Committee Chair Cortez presented the Project Development Committee recommendations for Future Funding Priorities.

    MOTION: To approve the Future Funding Priorities as follows:

    2. 2)  Sexual Offenses: Support for People with I/DD, etc.
    3. 3)  Sexual Offenses: Criminal Justice Response

    6. 6)  EngAGEment with Millennials (Younger Generations)
    7. 7)  Local Self-Advocacy Groups Leadership & Advocacy Training
    8. 8)  DD Journalism Fellows
    9. 9)  Self-Advocacy Group Mini-Grants
    10. 10) First Responder Training/Disaster Preparedness
    11. 11) Disability-Related Participatory Research

  8. Communications and Marketing Activities Report
    Communications Director Joshua Ryf provided information on updates to the TCDD website. He also discussed recent campaigns including recruitment of peer review panel members as well as staff and Council member attendance at policy-related events. Ryf reported on traditional media and social media activities surrounding the Texas Partners in Policymaking class.

  9. Executive Committee Report
    Chair Durheim reported on new grant awards for Meaningful Day Mini-grants, Policy Fellows, and Outreach and Development projects.

    Operations Director Martha Cantu reviewed the FY 2019 TCDD Administrative and Expense budget as well as the Summary of Funds for FY 2018 – FY 2021 and discussed the projected balances for FY 2018 and FY 2019.

  10. Project Development Committee Report
    Project Development Committee Chair Cortez reported on Committee discussion of home and community-based services, financial literacy and school safety. Staff were directed to bring executive summaries for projects on these topics for consideration at the February 2020 meetings.

  11. Public Policy Committee Report
    Public Policy Committee Chair Lora Taylor reported on Committee discussion regarding a statewide convening on sexual assault prevention and response. TCDD staff will begin work on this and may bring an executive summary for consideration if funding is needed for a coalition in this area.

  12. State Agency Representatives Quarterly Activities Update
    The Council received updates from Meagan Orsag of Texas A&M CDD, Michelle Erwin of HHSC/Medicaid, Wes Yeager of HHSC/Older Americans Act, and Audrey Young of DSHS/Maternal Child Health.

  13. Announcements and Updates
    Council members discussed dates of future meetings of February 5-7, 2020, May 6-8, 2020, August 5-7, 2020, and November 4-6, 2020.


Chair Durheim adjourned the meeting at 11:10 AM.
