Prohibiting the use of Certain Behavioral Interventions
In Public School

Thank you for the opportunity to provide comments on Senate Bill 712, which would prohibit the use of certain behavioral interventions on students enrolled in public school who receive special education services.
The Texas Council for Developmental Disabilities (TCDD) is established by state and federal law and is governed by 27 board members, appointed by the Governor, 60% of whom are individuals with developmental disabilities or family members of individuals with disabilities. TCDD’s purpose in law is to encourage policy change so that people with disabilities have opportunities to be fully included in their communities and exercise control over their own lives.
As an advocacy agency for individuals who have intellectual and developmental disabilities, TCDD believes that the intervention practices restricted by SB 712 are not acceptable for use on any human being, much less any child or youth, in any setting. TCDD is grateful that the bill would apply to all students and is not limited to only those receiving special education services.
The goals of the bill, and the scope of the protections provided by the bill, are consistent with the goals of the Texas Council for Developmental Disabilities. Please do not hesitate to contact me if I can be of further assistance.
